Arizona Health Care Cost Containment System (AHCCCS)

Medicaid, derived from Title XIX of the Social Security Act, is a joint State-Federal program which provides health care benefits to low-income individuals. In Arizona, the State-Federal Medicaid program, is known as AHCCCS, which stands for the Arizona Health Care Cost Containment System. The program was established by Federal legislation but eligibility and services provided are defined by the state. AHCCCS does not provide service directly or pay cash assistance directly to individuals who need medical care. Instead, the program contracts with health care providers for covered supplies and services rendered to qualified recipients. An important part of AHCCCS is the Arizona Long-Term Care System (ALTCS), which is described under a separate heading in this guide. AHCCCS contracts with various health insurance plans to provide services statewide.

Eligibility

AHCCCS serves low-income families with children, pregnant women, elderly citizens, and persons with disabilities. Services are based upon financial need.. Persons eligible for AHCCCS include:

  • AFDC recipients (Aid for Families with Dependent Children)
  • Pregnant women and their children
  • “Transitional Medicaid” families terminated from AFDC due to increased earnings. These households are entitled to six months of extended coverage, if the family were receiving AFDC in at least three of the six months preceding AFDC termination, and if there is at least one child living in the home
  • So-called “Deemed AFDC” recipients. Individuals that are mandatorily eligible for AHCCCS even if they do not qualify for AFDC cash assistance. Check with your local AHCCCS eligibility officer for more information
  • Families who receive adoption assistance or foster care payments
  • Children who live in households with income at, or slightly higher than the federal poverty level. This level changes regularly so contact your local DES or AHCCCS office for more information
  • SSI recipients (Supplemental Security Income)
  • Qualified Medicare Beneficiaries (QMBs). This is an insurance program for low- income persons eligible for Medicare coverage which is applied for through AHCCCS. The QMB program provides payment of the covered applicant's Medicare premiums
  • Certain low-income individuals and families who have large medical expenses, which when deducted from their income, place them within eligible income levels. Contact your local DES/AHCCCS office for more information

If you are a person or family with a low, or moderate income you may qualify for AHCCCS coverage and should apply.

Coverage

The AHCCCS program provides a comprehensive package of health care services. It does not necessarily cover all the health-related needs of eligible persons. The program covers a range of Assistive Technology/Durable Medical Equipment and supplies (AT/DME) including powered wheelchairs, grab bars, hospital beds, patient lifts, walkers, hand-held showers, prosthetic devices, etc.

Adults and children with disabilities may qualify for one or more of these service categories under AHCCCS: rehabilitation services, preventive services, occupational therapy, physical therapy, and speech-language therapy.

Some assistive technology items can be categorized by AHCCCS (and Medicare) under the definition of Durable Medical Equipment. DME is equipment that:

  • Can withstand repeated use
  • Is primarily and customarily used to serve a medical purpose
  • Generally is not useful to a person in the absence of illness or injury
  • Is appropriate for use in the client&38217;s home
