Funding Assistive Technology through the Arizona DES, Rehabilitation Services Administration (Vocational Rehabilitation)

The Rehabilitation Services Administration (RSA) is a part of the Arizona Department of Economic Security’s (DES) Division of Employment and Rehabilitation Services (DERS). The RSA administers both the Vocational Rehabilitation (VR), and the Independent Living Rehabilitation Services (ILRS) program.

Vocational Rehabilitation

Vocational Rehabilitation and supported employment is a joint state-federal grant program. Its purpose is to assist people with disabilities to prepare for and achieve gainful employment.

Eligibility

A person must:

  • have a physical or mental disability which, for that individual, constitutes a substantial barrier to employment;
  • be able to benefit from VR services in terms of employment outcome, and
  • require VR services to prepare for, or engage in gainful employment (there must be reasonable expectation that the provision of services, will make the individual employable).

In other words, the person must have a physical or mental impairment that is a barrier to their employment, and there must be a reasonable expectation that VR services will help to make the person employable.

Coverage

Vocational Rehabilitation (VR) provides vocational counseling to eligible individuals. Other individually planned services (as appropriate) are provided including:

  • assessment of needs,
  • career exploration and planning,
  • job development and placement,
  • training/retraining,
  • assistive technology support, and
  • other services related to preparing for and engaging in the individual’s occupational objective.

VR may require evaluations to determine disability and scope of service to be provided. By law each VR client must have an Individualized Written Rehabilitation Plan (IWRP) which is built around the individual’s employment goal. This IWRP is developed jointly by the client and the VR Counselor. All services, including assistive technology are determined on the basis of the jointly, agreed-upon employment goal and must be included in the IWRP.
