Funding Assistive Technology through Early Periodic Screening, Diagnosis, and Treatment (EPSDT)
The EPSDT is a federally-mandated program that is part of the Arizona Health Care Cost Containment System (AHCCCS). The program is designed to ensure that low-income children are able to obtain routine health care screening, assessments, and interventions to keep them healthy, as well as to help prevent any potential impact of physical or developmental impairment. EPSDT services include comprehensive health care through primary prevention, early intervention, diagnosis, and medically necessary treatment of physical and behavioral health problems for AHCCCS and ALTCS-eligible persons under 21 years of age. EPSDT evaluations are usually conducted on an annual basis or as needed. EPSDT also provides all medically necessary services to treat or relieve physical and behavioral health disorders, defects, or conditions identified in an EPSDT screening, regardless of whether the treatment or service is covered under AHCCCS guidelines, as long as it is covered under the federal Medicaid law.
Eligibility
AHCCCS recipients through the age of 21.
Coverage
EPSDT provides treatment for any physical or mental problem identified during screening and assessment if such “treatment” is covered under the federal Medicaid law even if these treatments are not contained in the AHCCCS and ALTCS plans for members age 21 and over.
- Screening services (comprehensive health and developmental history, full physical examination, appropriate immunizations, laboratory tests, and health education).
- Vision services (diagnosis and treatment for defects in vision and eye exams for the provision of eye glasses).
- Hearing services (diagnosis and treatment for defects in hearing, testing, and provision of hearing aids).
- Dental screening, diagnosis and treatment of dental disease and the provision of dentures and other prosthetic devices.
- Mental health services.
- Other necessary health care, diagnostic services, and treatment measures such as speech/language therapy, physical therapy and occupational therapy.
- Services are provided under the direction of the individual’s Primary Care Physician (PCP). The PCP is responsible for ordering and performing tests and examinations in accordance with AHCCCS and ALTCS guidelines. The PCP also will make referrals as needed for dental and mental health diagnosis and treatment.
