Blackboard's built-in HTML editor doesn't, by default, create proper paragraph tags in HTML. However, if you go into the code view (using the < > button) on a freshly created Blank Page or Item and enter <p>some text</p> and then exit code view, all future carriage returns will be formatted as proper paragraphs!
