The Rio de Flag Feasibility Study is nearing completion. After extensive modeling and economic analyses, the U.S. Army Corps of Engineers has developed an alternative that meets federal criteria for possible participation in a future flood control project. This Recommended Alternative provides numerous benefits to Flagstaff such as removal and/or reduction of the floodplain in the Downtown, Southside,
Blackbird Roost, and Continental areas; elimination or reduction in mandatory flood insurance; redevelopment opportunities; lower costs of future development; environmental enhancement; and multi-use trails.
The Draft Feasibility Report and Environmental Impact Statement is scheduled to be released for a 45 day public comment period on November 11, 1999. Copies will be available for review at the Community Development Dept. in City Hall and at the Reference Desk in the Public Library. A final Public Meeting is
scheduled for Thursday, December 16, 1999 at Flagstaff City Hall from 6:00 - 8:00 pm. Additional notifications for this meeting will be made through mailing list, and the media in early December.
The completion date for the study is still February of 2000, so the final report and recommendations can be included in the federal Water Resource Development Act (WRDA) of 2000. Actual design of the project could begin as soon as next year pending authorization by the U.S. Congress. The construction costs for
the project would then be shared at 35% local and 65% federal.
This project is very important to all of Flagstaff and is a major step towards solving Flagstaff’s flooding problems.
